Improving the Management of Public Finances in Mali

To improve the efficiency, transparency and reliability of public finance management, the Government of Mali adopted a Government Action Plan for the Improvement and Modernization of Public Finance Management (PAGAM/GFP). The PAGAM/GFP has a five-pillar strategy built around (i) improvement of the quality of budget preparation and implementation, (ii) enhancement of the efficiency of the taxation and financial administrations, (iii) inclusion of external financing in national budget procedures, (iv) increasing the efficiency and transparency of public procurement procedures, and (v) enhancement of governance and transparency.
In response to a request from the Government of Mali’s Ministry of Economy and Finance, CIDA’s Deployment for Democratic Development will send Canadian experts Pierre Martineau and Lucie Rouillard to Mali. They will provide technical assistance to help focus Mali’s second phase of PAGAM using a results-based action plan to increase the transparency and credibility of public finance management.

Mali's Institutional Development Commission, responsible for the development, coordination and implementation of public policies, required assistance in developing its operational plan for 2010-2013. On behalf of DDD, two Canadian public policy experts, Claude Bernier and Jean-Philippe Lapointe, worked with a team of international consultants to develop the plan. From their contributions, a new operational plan was drafted with a focus on strengthening human resources and improving methods and procedures for the management of public policy.
