Senior Expert in Economics for a DDD initiative – Improving Economic Planning in Cuba
DDD is currently seeking to recruit a senior economist to serve as Canadian Expert Resource (CER) on the planning mission for a project to support Cuba’s the Ministry of Economy and Planning (MEP)’s National Institute for Economic Planning and Research (INIE)’s capacity to guide the evolution towards an increasingly market-oriented economy following the collapse of the Soviet Union. The Ministry of Economy and Planning (MEP) of Cuba is the key Ministry responsible for leading government policy and planning related to the country’s economy. Within the Ministry, the National Institute for Economic Planning and Research (INIE) plays an important role in providing evidence-based information to influence economic policy and planning.
The proposed initiative would be divided into two phases. Phase I would be focused on assessment and needs definition (a 5-day work planning mission, followed by a work plan), while Phase II would be the Implementation Phase focused on provision of training and technical assistance. During the planning mission, the Senior Expert will analyze the previous CIDA-supported program and seek to confirm the scope of activities that could be undertaken in the implementation phase. The key areas that will be investigated in the course of the planning phase in order to determine the scope of follow-up activities include the following:
• Growth, stability, and efficiency study models including projections and their determining factors;
• Monetary and fiscal policy;
• Study Models specialized in growth and its impact on the environment, especially the impact of emissions;
• Tourism potential;
• Technology needs of INIE.
The implementation phase will be delivered by the same Expert, or another CER(s), as required.
Requirements
Planning Mission:
Senior economist with general skills related to economic policy and planning, particularly diagnostic and project planning capabilities, and able to transfer their expertise to developing country settings, especially a country with a centrally-planned economy. Practical experience in the emerging economies preferred.
Implementation Phase:
Specialized economists in areas of interest identified by Senior Expert in collaboration with INIE in the planning phase.
